Newton's second law,
F=maF=ma
, says the net force on an object equals its mass times its acceleration. When you push a shopping cart, the same force accelerates a full cart less than an empty one because mass is larger. Seatbelts exist because, in a sudden stop, your body wants to keep moving (inertia); the belt provides the force needed to decelerate you with the car instead of continuing forward.
